London British Prime Minister Margaret Thatcher, under fire for her government's handling of the Libyan embassy crisis, said Tuesday she had ordered an inquiry into the background to the affair. Meanwhile, police said they had found weapons inside the former embassy. ''We have positive proof that shots have been fired from a first floor (second floor in American usage) window,'' Comdr. William Hucklesby, head of Scotland Yard's anti-terrorist branch, told reporters. Home Secretary Leon Brittan, the minister responsible for law enforcement, told Parliament police had found ''firearms residue'' on the carpet below the window from which the shots are believed to have been fired and, nearby, a spent cartridge of the kind that killed a policewoman.
