Soviets snub Bonn official on arms talks resumption
West German Foreign Minister Hans-Dietrich Genscher urged the Soviet Union Monday to return to nuclear arms talks but was brusquely rebuffed by his Soviet counterpart, Andrei Gromyko, West German sources said.
In three hours of talks in the Kremlin, Mr. Genscher said the West wanted a dialogue on all issues and in particular a resumption of US-Soviet negotiations on medium- and long-range missiles, the sources said.
Mr. Gromyko replied by devoting a large part of a 75-minute statement to a sharp attack on the United States, saying Washington was to blame for the present stalemate, they said. The sources said Genscher firmly rejected Gromyko's attacks on Washington and called them inaccurate.
