GOP leaders urge Reagan to hold Soviet summits
Two leading Senate Republicans urgently appealed to President Reagan Tuesday to hold regular, annual summit meetings with the top Soviet leader. The proposal for annual meetings, starting next year, was made by Sen. Charles H. Percy (R) of Illinois, chairman of the Senate Foreign Relations Committee. It was heartily endorsed by Senate majority leader Howard H. Baker Jr. (R) of Tennessee at a White House meeting between Mr. Reagan and GOP congressional leaders. Senator Baker said the yearly sessions were needed ''to figure out some way not to blow each other up.''
Mr. Percy said Reagan responded by saying, ''We are ready to meet at any time on arms control. We've offered to meet with them. It's they who have walked out, '' referring to arms control talks.
