Upper Volta is changing its name under new regime

Upper Volta has decided to change its name to Bourkina Fasso, which means ''country of incorruptible men.'' There will also be a new flag and national anthem for the West African nation, Radio France International said Wednesday. The changes will be announced during ceremonies tomorrow to mark the first anniversary of the seizure of power by Capt. Thomas Sankara.
