Soviet arms cheating clouds controls, US adviser asserts

A member of a presidential advisory committee says evidence the Soviet Union is cheating on a wide array of arms agreements ''casts doubt on the wisdom of persisting in arms control'' with the Kremlin.

Colin Gray, a member of the administration's General Advisory Committee on Arms Control and Disarmament, said in an article in the forthcoming issue of Foreign Policy magazine that classified information provided to the committee provides proof the Soviets are violating arms agreements.

Mr. Gray writes that the administration's policy of saying nothing public about the violations ''suggests that Soviet cheating is condoned.''
