Shultz heads for El Salvador to discuss Duarte talks plan
Secretary of State George P. Shultz set out for El Salvador Thursday to review with President Jose Napoleon Duarte the President's proposal to hold unconditional talks with leftist rebels. Mr. Duarte's offer, combined with the rebels' acceptance on Tuesday, came as good news to the United States, which has encouraged discussion between the two sides.
