Shifting troop labels altered Viet figures, Rostow says

Walt Rostow, President Johnson's national-security adviser, admitted Tuesday that troop figures in the Vietnam war were changed by shifting categories of who were considered enemy fighters in South Vietnam. He made the admission during cross-examination in Gen. William Westmoreland's $120 million libel trial against CBS.

One of the big questions in the landmark trial is whether General Westmoreland lied about the number of enemy troops in South Vietnam while he was commander of US troops to make it appear the United States was winning the war in order to get more troops.
