Correction
Because of an error in transmission, an Oct. 15 story on a UN anti-torture proposal misstated the United States position. It should have read: The US insists the definition of torture also include ''pain and suffering arising from lawful sanctions....'' Without this, a West European diplomat said, there would be a loophole in the convention.
