Reagan and Mondale woo Midwestern voters

President Reagan, who has often criticized network coverage of his administration for being too negative, urged local broadcasters here Wednesday to insist on impartiality as they bring ''young people up through the ranks.'' Speaking to the Ohio Association of Broadcasters, Mr. Reagan said local stations provide ''a valuable training ground for young journalists and broadcasters.''

Walter Mondale toured the Mississippi Valley by bus Wednesday, charging that under Reagan, farmers are ''losing their land . . . their hopes, and their futures.'' Mr. Mondale sought to reassure farmers that he opposed the grain embargo that former President Carter imposed in 1980.
