Weinberger outlines policy for use of GIs 'as last resort'
Defense Secretary Caspar Weinberger, in a major policy statement, said Wednesday that US military forces should be used around the globe only as ''a last resort.'' They should be employed only in situations ''deemed vital to our national interests'' and then ''with the clear intention of winning,'' he said. Echoing a lesson learned by military men in the wake of the Vietnam war, Mr. Weinberger said US troops should be committed only with strong support from the US public.
