Saudi King plans steps to build a democracy

King Fahd of Saudi Arabia is reportedly planning to establish a parliament and authorize a constitution as the first steps toward building democracy in his kingdom. In an interview at his palace in Riyadh with The Sunday Times (London), he said he would create an assembly ''within three or four months'' to consult with him on the changes.
