Court to rule whether US is barring Haitians unfairly

The Supreme Court agreed Monday to decide whether the federal government is discriminating against Haitian refugees trying to enter the US. It will review a ruling that such aliens who are imprisoned and awaiting deportation ''have no constitutional rights with respect to their applications for admission, asylum, or parole.''

The court said it will also review the Immigration and Naturalization Service's decision to deport to Mexico a couple who have lived in Omaha, Neb., since 1974. The court could decide to give the agency greater discretion in deporting illegal aliens who have lived in the US more than seven years.
