Reagan urges South Africa to end repression of blacks

President Reagan, in a speech Monday commemorating International Human Rights Day, denounced racial discrimination in South Africa and human rights abuses throughout the world as ''affronts to the human conscience'' and urged the white-ruled government in Pretoria to end repression of the nation's 22 million blacks.

An administration official said it marked a deviation from the administration's policy of ''quiet diplomacy'' to encourage change in South Africa.
