New Caledonia sets terms for French negotiations

France must accept the provisional government of the Kanak Socialist National Liberation Front before independence negotiations begin, Kanak leader Jean-Marie Tjibaou said Tuesday.
Only the native Kanaks have the right to decide New Caledonia's future, he said. ''The right of independence belongs to the Kanak people, no the French."
