My Friend Liberty (CBS, 7:30-8 p.m.): Clay-animated fantasy about a boy learning the true meaning of freedom from Lady Liberty herself.

A Star-Spangled Celebration (ABC, 8-11 p.m.): Hosts Oprah Winfrey and Robert Urich join celebrities from coast to coast to celebrate liberty with fireworks and performing talent.

A Boston Pops Fourth with John Williams and the Boston Pops (PBS, 8-9:30 p.m.): A live performance of ``Evening at Pops'' celebrating Independence Day.

Welcome Home Vietnam Veterans (HBO/pay cable, 9 p.m.-midnight): Taped coverage of a superstar concert tribute to heighten awareness of Vietnam vets' contributions to liberty.

A Capitol Fourth - 1987 (PBS, 9:30-11 p.m.): Flutist Jean-Pierre Rampal performs with the National Symphony Orchestra on the West Lawn of the US Capitol.

SUNDAY

The Wind in the Willows (ABC, 7-9 p.m.): Animated musical adaptation of Kenneth Grahame's 1908 classic tale.

The Electric Valley (PBS, 10-11:30 p.m.): History of the Tennessee Valley Authority, America's largest producer of electrical energy, which was created during the Depression era.

Bates Motel (CBS, 9-11 p.m.): New sequel to the ``Psycho'' movies is a comedy-drama that spoofs psychological thrillers.

National Geographic Explorer (WTBS/cable, 9-11 p.m.): Short documentaries of interest to the whole family.

MONDAY

Isaac in America: A Journey with Isaac Bashevis Singer (PBS, 9-10 p.m.): ``American Masters'' segment blending fact with fiction in a story inspired by this Nobel laureate's own youthful struggle to become accepted as a writer.

The Human Face of the Pacific (PBS, 10:30-11 p.m.): First of four-part series focusing on the lifestyles of people on the Pacific Islands. Initial episode, ``Atoll in Kiribati,'' features one of the most isolated communities in the Pacific and how it has preserved its ancient customs.

TUESDAY

Iran/Contra Hearings (CNN, PBS, NBC, ABC, from about 11 a.m. on): They plan full first-day coverage. CBS plans coverage only of ``significant'' testimony.

Inside the Persian Gulf (ABC, 10-11 p.m.): The second ``Jennings/Koppel Report'' will allow these two ABC newsmen to examine all aspects of Gulf politics.

WEDNESDAY

Mostly Mozart Festival Gala (PBS, 8-10 p.m.): ``Live From Lincoln Center'' concert features Alicia de Larrocha, Marilyn Horne, Jean-Pierre Rampal, and Dawn Upshaw.
