The cash awards will be $3,000, up from $1,000. GRAND OLE OPRY STAR MINNIE PEARL received the 1987 Roy Acuff Community Service Award from the Country Music Foundation for her active role as spokeswoman and fund-raiser for charitable organizations. Past recipients were Willie Nelson (1986) and Kenny Rogers (1985). THE LOS ANGELES COUNTY MUSEUM OF ART will exhibit Robert Frank's photographs and films starting tomorrow through Sept. 6. Many of the photographs have never been previously exhibited. THE OLD GLOBE THEATRE IN SAN DIEGO recieved a Ford Foundation Grant of $280,000 for Teatro Meta - a bicultural Hispanic Arts program.
