US DOSSIER ON PARAGUAY'S RODRIGUEZ GROWS

Washington hopes that the ouster of Latin America's longest-ruling dictator will open the door to democracy for Paraguay. But Paraguay's new president, Gen. Andres Rodriguez, will have to show his good intentions on the drug problem as well as on democracy. US agencies tracking illicit drugs reportedly have compiled a large file alleging that General Rodriguez played a role in growing trafficking through Paraguay. In some cases, the reports apparently go beyond hearsay to more solid evidence that he helped arrange shipments of precursor chemicals used in cocaine processing.
