DEMOCRAT HEFLIN BACKS TOWER

WASHINGTON
Alabama Democrat Howell Heflin decided Monday to vote for John Tower as defense secretary. Heflin said the FBI had not built a persuasive case against Tower and said he is convinced the nominee would not break his pledge never to drink again if confirmed. But another Southern Democrat -- David Pryor of Arkansas -- said he would vote ``no.''
Thirty-seven Republicans and one Democrat now say they will vote for Tower; 42 Democrats say they will vote ``no.'' No Republicans have committed against Tower. Twenty senators are still undeclared.
