COMMITTEE SAYS WRIGHT MAY HAVE VIOLATED HOUSE ETHICS RULES

The House Ethics Committee has concluded that Speaker Jim Wright probably violated the chamber's rules by failing to report benefits from a Texas business partner as gifts. Remaining to be decided is whether Wright used his book, ``Reflections of a Public Man,'' as a device to evade limits on outside income. In several instances the Speaker made bulk sales of the book to interest groups in lieu of accepting speaking fees.
