PER'ONIST WINS IN ARGENTINA

Argentina's Per'onist Party seems set to take on this nation's presidency again, more than 13 years after it was ousted by a military coup. At press time yesterday, with about 85 percent of Sunday's ballots counted, ruling party candidate Eduardo Angeloz conceded defeat to the Per'onists' Carlos Menem. Mr. Menem called for national unity as a priority after a divisive campaign, held against a backdrop of economic decline and military restiveness.

``We will put an end to this Argentina where those who do nothing live well, and those who work every day of the year live badly,'' he said, echoing the populist themes of former President Juan Per'on.
