POLITICAL STANDOFF IN POLAND

Poland's opposition Solidarity movement moved closer to power by forcing Communist Premier Czeslaw Kiszczak to abandon attempts to form a government. Mr. Kiszczak said Monday he was handing the task to Roman Malinowski, leader of the United Peasants' Party, one of two parties which have been pro-Communist but are seeking more independence.

Solidarity rejected Kiszczak because he helped suppress the union in 1981.
