VIRGINIA RESORT QUIET AFTER RIOTS

Labor Day weekend ended quietly after two nights of clashes between police and black youths at Virginia Beach. Atlantic Avenue, jammed by an estimated 100,000 young people 48 hours earlier, was nearly deserted early Tuesday after weekend riots in which 260 people were arrested and millions of dollars of property was damaged.

Students from predominantly black East Coast colleges made up much of the weekend crowd. By Monday afternoon most of the students had left.
