US AIDS FINNS; ROOSEVELT SENDS SYMPATHY

The United States' warm sympathy with Finland was formally expressed by President Roosevelt today in a message to President Kallio on the Baltic Republic's 22nd anniversary of its independence. But more tangible support is waiting in the background.

President Roosevelt has instructed Henry Morgenthau, Jr., Secretary of Treasury, to accept the Finnish debt payment of $234,693 on Dec. 15, but to hold it on a suspensive account pending congressional action to apply the money for the benefit of the Finnish people.

It is also possible that back payments which Finland alone has made down through the years since European war debt defaults began will also be included in the sums Congress may make available. And congressional action might also suspend future payments for a time.
