US EDUCATION SECRETARY RESIGNS

Education Secretary Lauro Cavazos, the first Hispanic-American to serve in the Cabinet, resigned Wednesday. The White House announced Mr. Cavazos's resignation. Although Cavazos gave no reason for leaving, there was speculation he was dismayed at new Education Department regulations barring colleges and universities that receive federal funds from designating scholarships for minorities.
