ARAFAT VOWS NO CAPITULATION ON PALESTINIANS AT TALKS

PLO leader Yasser Arafat vowed Tuesday he would not capitulate on US and Israeli conditions over Palestinian representation at a planned Middle East peace conference."We have said 'Yes' to a peace conference and we do not pose conditions ... but we are not bending to Israeli conditions," Arafat said in an interview. The question of who represents Palestinians is the last major stumbling block to holding the US and Soviet backed talks in October.
