Paul McCartney Live in the New World (Fox, 8-10 p.m.): The former Beatle performs some of his biggest hits in a live television performance. The two-hour special will be broadcast from Charlotte, N.C. McCartney's repertoire ranges from classic Fab Four tunes to Wings-era songs to selections from his current album, "Off the Ground."

Biography (A&E, 8-9 p.m.): Groucho Marx (1890-1977) is the subject of this documentary. Kitty Carlisle-Hart, Dick Cavett, and Groucho's children Miriam and Arthur offer recollections and insights about the life of this comic genius.

Hate Rock: An MTV News Special Report (MTV, 10-10:30 p.m.): It's called "Oi!" and it's the name of a form of hate rock that started in England during the 1970s. Since then the form has spread around the world and is now the preferred music of skinheads - the foot soldiers in a global movement that promotes racial violence and hatred. In this half-hour report, which is broken into three short segments, host Kurt Loder visits the homes and haunts of skinheads in Europe, Canada, and the United States.

The first segment traces the history of hate rock and differentiates between skinheads who are disciples of Hitler and those who are peace-loving. Act II examines some of the reasons why the skinhead movement has grown in Germany, and compares the activity (on a much smaller scale) to the Nazi regime in the '30s. In Act III, Loder travels to Orlando, Fla., and talks to skinheads in the US. The program's footage of crazed youths shouting hate slogans is chilling, but even more disturbing in some ways is a

scene that shows how just about anyone with a PC can tap into a worldwide neo-Nazi computer network. Through this network, for instance, PC users get access to instructions on how to make bombs and purchase illegal weapons.
