Health plan carried to Hill

Five weeks after he first pledged health security for all, President Clinton, along with Hillary Rodham Clinton, delivered their 1,300-page Health Security Plan to Congress yesterday.
The plan puts off the goal of universal coverage by one year and offers significant concessions to critics. Mr. Clinton now hopes to ensure that every American is guaranteed a standard set of benefits by the start of 1998.
The revised health-care plan would set lower limits on the maximum amount that small businesses would have to pay toward workers' health insurance premiums. Mr. Clinton also has agreed to cap subsidies for small businesses, low-income workers, and early retirees.
