Gone with the Wind (TCM, 7-10:45 p.m. EDT): The Turner Broadcasting System kicks off its newest entertainment network - Turner Classic Movies (TCM) - by airing the Civil War epic. This marks the first time ``Gone with the Wind'' will be shown in its entirety on television, commercial-free and uninterrupted. TCM will continue to show ``the greatest movies of all time'' 24 hours a day without interruption.

Movies will be packaged in various ways, such as tributes to stars and directors. Festivals will highlight musicals, mysteries, and comedies. The network will air close to 400 titles per month. Also planned: exclusive new programming about the world of moviemaking.

Live Viewer Call-in Program (C-Span, 6:30-8 p.m. EDT): Representatives from the Internal Revenue Service will talk about taxes.

NBA Basketball (TNT, 8 p.m. EDT to conclusion): Charlotte Hornets play Orlando Magic in Orlando, Fla. * FRIDAY

Coming Of Age: Retiring Richer (CNN, 5-5:30 p.m.): Half-hour newsmagazine ``Earlyprime'' focuses on saving and planning for retirement.

Space Ghost: Coast to Coast (Cartoon Network, 11-11:15 p.m. EDT): If you want a zany change from Letterman, Leno, and O'Brien, check out the premiere of a late-night talk show hosted by a cartoon superhero. The 15-minute program will feature quick celebrity interviews, intergalactic music, and the wry wit of Space Ghost, the yellow-caped, black-hooded interplanetary crusader. His ``arch enemies'' Moltar and Zorak are enslaved members of the late-night crew, as director and band leader.

To be sure, the show is quirky, a satirical slam on Space Ghost's late-night competition. His first guests include motivational speaker Susan Powter, comedian Kevin Meaney, and the Bee Gees. A future show will be a tribute to ``Gilligan's Island,'' featuring Bob Denver (Gilligan), Dawn Wells (Mary Ann), and Russell Johnson (the professor).
