Haiti's Senate passed an amnesty law Oct. 8, which allowed Lt. Gen. Raoul Cedras and two other military leaders to leave the country, and pardoned the military for political crimes. However, the amnesty does not rule out future prosecution for human rights violations. President Aristide announced last week he will establish a ``truth commission'' to probe Cedras-era abuses.
