* CLUELESS - Although its title suggests another offering on the order of ''Dumb and Dumber,'' this comedy is actually a smart, modern retelling of Jane Austen's novel ''Emma.'' Cleverly written by Amy Heckerling, who also directed it, the film revolves around Cher, a Beverly Hills high schooler who likes to shop and play matchmaker. The mostly innocent escapades of Cher and her cellular-phone toting cohorts include dating, driving and - less innocently - occasional drug use. Heckerling's screenplay brings Valley-speak to new heights and Cher to new lows as a plot twist forces The Self-Centered One to become a bit less so. Charming Alicia Silverstone stars. * THE SECRET OF ROAN INISH - A beautiful Irish folk tale about a girl searching for her little brother who was lost at sea when their family abandoned the island of Roan Inish. People whisper that at night, if you look carefully, you can see a light on the island, and some claim to have seen Jamie riding his cradle like a boat on the sea. Jeni Courtney plays Fiona, who, with help from her cousin Eamon (Richard Sheridan) and grandparents (Eileen Colgan and Mick Lally), labors to rebuild her home and family. Director John Sayles mingles folklore and realism in a charming story that the whole family can treasure. (PG, Columbia TriStar Home Video, Feb. 3, 1995)

* JUDGE DREDD - This Stallone action-adventure posted disappointing returns in theaters, but it may find new life in the less-expensive realm of video rentals. Set in a rough-and-tough third millennium, where Judge Dredd is the most-feared lawman of all, the movie wins points with some high-tech space flights and dazzling costumes. Less impressive, though, is the plot about a struggle for law and order, and viewers may be turned off by the excessive violence typical of action flicks. Sylvester Stallone is suitable as Dredd, but Rob Schneider - as Dredd's unwanted sidekick - steals the show with a lively, comic performance. (R, Hollywood Pictures Home Video)
