Historic Apatzingan, Mexico, was once known as the place where revolutionaries wrote a constitution during their struggle for independence from Spain. Now the city is awash in guns and money from narcotics . It got so bad that, in 2006, the federal police and the army were called in – and brought with them another set of problems. The struggle goes on.
