Clifford to the Soviets: Gulf entry would be war

President Carter's special envoy, Clark Clifford, said Thursday that there would be a war if the Soviet Union were to send troops to the Persian Gulf after its intervention in Afghanistan. Mr. Clifford, a former US defense secretary, told a press conference here: "We have attempted to get a message to the Soviet Union. The message is: They must know that if part of their plan is to move to the Persian Gulf, that means war."
