Scientist urges 'window' on Soviet technology.

Dr. Philip Handler, president of the National Academy of Sciences, said today the United States should continue some scientific exchanges with the Soviet Union despite the recent deterioration in relations. He said the United States needed an "intelligence window" on what was happening in the Soviet Union, and it would be dangerous to cut the two-way flow of basic scientific information.
