Amoco Oil Company will pay a $200,000 civil penalty for discriminating against minorities in granting credit, and the 30,000 to 50,000 people who were denied credit may become eligible for accounts, the Federal Trade Commission said. Amoco will also stop using ZIP codes as a guideline in deciding whether to issue credit cards.
