Morgan Guaranty Trust Company cut its interest rate for prime business loans a full point Monday, to 16 1/2 percent.Continental Illinois Bank in chicago followed the move. Some forecasters on Wall Street have said the prime rate would probably drop fairly steadily, to around 13 percent.
