Mobil Oil Corporation said it is boosting 1980 authorized exploration and production budget commitments by $744 million this year, pushing the total to $2 .84 billion. Among the projects in the 1980 program are increased drilling off the coast of Newfoundland; a new oil-producing platform in the British sector of the North Sea; and a new coal mine near Gillette, Wyoming.
