Iraq has proposed that oil-producing countries and industrialized nations set up a joint fund to help developing nations pay for oil imports. A report Tuesday by the Gulf news agency quoted Iraqi Oil Minister Tayeh Abdel-Karim as saying a Baghdad summit meeting of the 13 OPEC leaders later this year would be asked to approve the proposal.
