Security Council censure on Jerusalem expected

Security Council members were summoned to private talks Wednesday with the probability they would go public later and adopt a resolution censuring Israel for declaring Jerusalem, including the formerly Arab-held eastern part, its perpetual capital, and would call on states with embassies in Jerusalem to remove them.
US Secretary of State Edmund Muskie is interrupting his Maine vacation to attend the Security Council meeting. The United States, although it opposes Israel's claim to all Jerusalem, will probably abstain on the Council resolution.
