Philadelphia riot area calm; inquiry awaited

Police with riot gear patrolled Wednesday in a predominantly black area rocked by a melee over the killing of a black teen-ager by a white policeman and sporadic disturbances since Monday. Most residents apparently were heeding community leaders' pleas for restraint. Mayor William Green promised an impartial inquiry into the shooting. The Guardian Civic League, a group of black police officers, expressed confidence in the impartiality of the inquiry and urged residents to be calm.
