Cuban refugees rampage at Wisconsin coumpound

Five hundred troops formed a "human fence" around the military compound here Sunday night after some 300 male Cubans rampaging through one section of the refugee resettlement center tore down two- thirds of the coumpound's chain-link fence. There has been increased tension among the fort's 4,574 refugees, many of whom have waited for months for relocation but cannot get sponsors. The camp will close later this month because its living quarters are not insulated for winter. Most of the refugees will be sent to Fort Chaffee, Ark., and several juveniles may be relocated in Wiscpmsin.
