Schmidt surveys problems of the world with Carter

West German Chancellor Helmut Schmidt meets with President Carter today (Nov. 20) to review world problems and relations within the Atlantic alliance. He will call at the White House within an hour of President- elect Ronald Reagan, but will not meet with Mr. Reagan, who is sticking to protocol and refusing to see foreign leaders before his inauguration Jan. 20. West German officials said Mr. Schmidt hopes to see senior Reagan aides, and will confer with Sen. Howard H. Baker Jr., who will become Senate majority leader.
Mr. Schmidt met Wednesday with UN Secretary-General Kurt Waldheim.
