Congress completed action on a bill setting up a $1.6 billion fund to clean up toxic chemicals dumped into the environment. The "superfund" bill was sent to President Carter for signature after the House accepted the Senate version of the bill to avoid lengthy negotiations that could have killed it. But a nuclear waste bill passed by the House must still be reconciled with a Senate bill containing major differences. Congress is due to adjourn today (Dec. 5), and any bills not enacted automatically die.
