Portugal leaders said to form new government

Portuguese Prime Minister-designate Francisco Pinto Balsemao has completed formation of a new government, say sources in his Social Democratic Party. Mr. Pinto Balsemao, who became leader of the ruling right-wing coalition, had considerable difficulty in putting together a ministerial team. The sources said his new minister of finance and economic planning is Christian Democrat Joao Morais Leitao. A former minister of social affairs, he replaces Anibal Cavaco Silva, who masterminded the ruling Democratic Alliance's economic policy during its first 12 months in office. The Foreign Ministr y goes to Andres Goncalves Pereira, an independent.
