Representatives of Rupert Murdoch, the Australian publisher, began negotiations in London with trade union leaders on cutting the 4,000- member work force at Times newspapers as a condition for his purchase of the group. Mr. Murdoch said if an agreement is not reached by Feb. 12 he will withdraw his offer.
