ACTION agency nominee survives foes in Senate

The Senate confirmed by voice vote the nomination of Thomas Pauken, a former Army intelligence officer, to head ACTION, the volunteer service agency that includes the Peace Corps. It also confirmed Loret Ruppe, the wife of a former Michigan congressman, to head the Peace Corps itself.

Mr. Pauken's nomination generated controversy because of his service as an Army lieutenant collecting intelligence in Vietnam dur ing the war.

opponents warned that overseas volunteers could be endangered if the agency were identified with spying.
