Panama has asked West Germany to help raise over a billion dollars to promote development and check the spread of communism in Latin America and the Caribbean. Panamanian President Aristides Royo proposed that Mexico, Venezuela, and industrialized countries, including the United States, Japan, and Australia, contribute to the fund under the auspieces of i nternational credit institutions.
