The World Bank announced a $359 million loan for a power plant project in Colombia, the largest loan it has ever made to a Latin American country. The aid will help with the construction of the Guavio hydroelectric plant east of Bogota. By 1988 the project will provide 15 percent of the electrcity needed in Colombia. The total cost of the project is est imated to be $1.3 billion.
