House OKs move to keep US from enforcing busing

The Justice Department would be effectively prevented from trying to desegregate schools through forced busing under a House-passed amendment now before the Senate.

The amendment would deny the Justice Department funds to force schools to desegregate by busing. It is identical to one passed las t year but vetoed by President Carter.
