Peter Bensinger, head of the Drug Enforcement Administration, plans to resign effective July 10. He was asked to resign by the administration, which is searching for new ways to solve the nation's drug problems. The step to remove him comes as the Justice Department is seriously considering merg ing the drug agency with the FBI.
