Informal talks broke off between the Federal Aviation Administration and the Professional Air Traffic Controllers Organization, heightening the possibility of a strike Monday. The two sides had been meeting informally -- without their full bargaining teams -- with a federal mediator since Monday. Formal negotiations broke off April 28. A strike could hamper air traffic nationwide, grounding almost all private flights, but the FAA has worked out plans to keep most long-di stance commercial flights in service.
